I realize this thread is very old, so I apologize.  But...

You can also set the priority to Below Normal (open Task Manager, right click on OOPR.exe, click Set Priority and then Below Normal), that way it will use all the available CPU cycles on every core, throttling back only when you need to use more power to continue modeling/watch Netflix/play a game/whatever.
